Living in Norfolk, VA in 2027: Neighborhoods, Commutes & Real Costs for Military Movers

Watch the video version · Open on YouTube

Quick answer: For many people, yes, Norfolk, VA is a good place to live. It's the most urban city on the Southside: downtown, Ghent, the Chesapeake Bay beaches, and the shortest drives to Naval Station Norfolk without a tunnel or toll. The trade-offs are tidal flooding on some streets, heavy gate traffic, and school boundaries that are changing. Whether Norfolk fits depends on the street and how you'll live, not just on the city.

You got orders to the world's largest naval base. But where you live in Norfolk decides whether you love it here or hate your commute. Same base, same city, completely different day.

I'm Jason Edwards, a retired Navy Senior Chief and REALTOR® with eXp Realty, and I've lived in Hampton Roads for more than 20 years. This is my honest guide to living in Norfolk, VA in 2027, the written version of my video. My Norfolk city guide has the full breakdown plus a live search of Norfolk homes for sale.

Norfolk Home Prices Heading Into 2027

  • Median sales price: about $345K
  • Sales in the last 30 days: 229, averaging about $370K
  • Average days on market: 56

REIN MLS, as of 10/12/2026. That's more time on market than many buyers expect, which can mean more room to negotiate, depending on the home.

Norfolk Neighborhoods by Lifestyle

Ghent: walkable, close to downtown

Older homes, sidewalks, restaurants and the Elizabeth River nearby. Homes on the market recently were around $640K. Expect older-home maintenance and tighter parking.

Colonial Place & Riverview

Character homes near the Lafayette River, a little quieter than Ghent. Recent listings were around $545K.

Larchmont & Edgewater: close to the base

Off Hampton Boulevard near ODU, with some of the shortest drives to Naval Station Norfolk. Recent listings were around $725K. Some streets sit near the water, so check flood risk.

Ocean View & East Beach: the Bay side

Chesapeake Bay beaches and close to JEB Little Creek. Recent listings ranged from about $500K to more than $2M in East Beach. Expect flood insurance and storm questions.

Wards Corner & the areas near the base

Some of the more affordable homes in the city, with recent listings around $270K and quick access toward the naval station via Granby Street and Little Creek Road.

The Honest Downsides of Living in Norfolk

1. Tidal flooding

Norfolk had 14 high-tide flooding events in 2024. In Virginia, flood zones are "buyer beware": the seller doesn't have to tell you whether a home is in a special flood hazard area. Check the FEMA flood map for the address, ask about flood history, get a flood insurance quote during due diligence, and drive the street at high tide. 2. Gate traffic

Hampton Boulevard, I-564 and Little Creek Road all back up at rush hour. At last check, Gate 2 (Hampton Blvd) and Gate 3A (off I-564) were the gates open 24/7. Other gates have limited hours that can change.

3. Schools and changing boundaries

Norfolk Public Schools is consolidating schools and redrawing boundaries, with new elementary zones as of July 1, 2026 and more changes planned. Look up the specific address with the NPS boundary locator and the VDOE School Quality Profiles.

Commutes: Naval Station Norfolk, Little Creek and the Shipyard

  • Naval Station Norfolk: much of Norfolk gets you there without a tunnel or toll, but your gate and route still matter.
  • JEB Little Creek–Fort Story: Ocean View and East Beach sit right next to Little Creek. Fort Story is out at Cape Henry in Virginia Beach.
  • Norfolk Naval Shipyard is in Portsmouth, not Norfolk. From Norfolk you'll usually take the Downtown or Midtown Tunnel, with 2026 E-ZPass tolls of about $3 at peak and $2 off-peak each way. Compare Portsmouth and Chesapeake before you decide.

Around here, mileage lies. Check the drive from the actual house to the actual gate at the time you'd actually leave. My free 757 PCS Commute & Cost Calculator helps you compare commutes, tolls and housing costs before you tour.

BAH vs. What It Costs to Own in Norfolk

2026 BAH with dependents (Norfolk/Portsmouth, VA298): E-5 $2,430 · E-6 $2,559 · E-7 $2,604 · O-3 $2,694. 2027 rates usually come out in December.

Example: a $345K home with a VA loan, $0 down, funding fee financed, at 7% on a 30-year fixed:

  • Principal + interest: about $2,350/month
  • Real estate tax ($1.23 per $100): about $355/month
  • Total: about $2,700/month, roughly $270 over E-5 BAH, before insurance and about $50/month in city fees

Example only, not a rate quote. Your rate and payment will differ. The real question isn't "Does my BAH cover the mortgage?" It's "Does my BAH cover the whole housing payment on this house?" If you're a 100% permanently and totally disabled veteran, ask about Virginia's real estate tax exemption on your primary home. My free VA Home Buyer Guide walks through it.

Who Norfolk Fits (and Who Should Look at Chesapeake, Suffolk or Portsmouth)

Norfolk fits you if you want a shorter, no-tunnel drive to Naval Station Norfolk or Little Creek, city life, or the Bay. If you want a newer home and a bigger yard for the money, compare Chesapeake and Suffolk. If you're at the Shipyard, look hard at Portsmouth.
