Living in Portsmouth, VA in 2027: Shipyard Commute, Home Prices & BAH for Military Movers
Quick answer: If you work at Norfolk Naval Shipyard, Naval Medical Center Portsmouth or the Coast Guard base and want the most house for your money on the Southside, Portsmouth, VA deserves a real look. The median sold price is about $290K, roughly $50K less than Norfolk, and from most of the city you can reach the shipyard and the hospital without a tunnel or a toll. The trade-offs are tidal flooding on some streets, a lot of older homes, a high car tax and schools that vary by zone.
If you got orders to Norfolk Naval Shipyard, here's the first thing nobody tells you: it's not in Norfolk. It's in Portsmouth. Same with Naval Medical Center Portsmouth. A lot of people PCS here, buy in Norfolk or Chesapeake because that's the name they know, and then spend three years sitting in a tunnel. Meanwhile, the sailor who bought in Portsmouth is already home.

Portsmouth Home Prices Heading Into 2027
- Median sold price: about $290K (September 2026), up about 5% from a year earlier
- Norfolk for comparison: about $345K

REIN MLS, September 2026. On a 30-year loan, $50K less than Norfolk is real money every month.
Portsmouth Neighborhoods by Lifestyle
Olde Towne: historic and walkable
Homes going back to the 1700s and 1800s, brick sidewalks, front porches, and restaurants and shops on High Street. NMC Portsmouth is right there, the shipyard is a short drive, and the pedestrian ferry takes you to downtown Norfolk without a tunnel. Recent listings ranged from a 2-bed condo around $140K to a 4-bed home around $390K. Historic can mean older systems and district rules about exterior changes, so get a good inspection and ask the city what's allowed.
Port Norfolk & Westhaven: more room near the river
Bigger lots, mature trees and early-to-mid-1900s homes, still close to the hospital and the shipyard. Recent examples: a 5-bed home in the Port Norfolk area around $365K and a 3-bed in Westhaven around $550K. Same part of town, very different price points, so look at the house, not the zip code.
Cradock: built for the shipyard
Built during World War I to house shipyard workers, with streets named after Navy officers. It's one of the closest neighborhoods to the shipyard, with mostly smaller, older homes. Recent examples: a 4-bed around $345K and a 2-bed, 1-bath starter around $180K.
Churchland: suburban Portsmouth
West Portsmouth feels more like Chesapeake: homes from the '60s through today, bigger yards and everyday shopping close by, right next to Western Branch. Recent examples: a 4-bed around $420K and a 4-bed, 3,500 sq ft home around $550K.
Midtown: the most house for the money
Mid-century brick ranches and capes, many updated, with lots of choices under the citywide median. This is where a lot of first-time VA buyers start. Recent examples: a 4-bed around $360K and a 3-bed around $235K. Prices change street by street, so compare recent sales right around the house.
The Honest Downsides of Living in Portsmouth
1. Flooding
The Elizabeth River and its branches wrap around much of the city, and some low streets flood during a heavy rain or a nor'easter, not just hurricanes. In Virginia, flood zones are "buyer beware": the seller doesn't have to tell you whether a home is in a special flood hazard area. Check the FEMA flood map, ask about flood history, get a flood insurance quote during due diligence and drive the street after a heavy rain. More in Buying a House in a Flood Zone in Hampton Roads.
2. Older homes
Older roofs, plumbing, electrical and sewer lines come with the charm. Don't skip the inspection, and on an older home ask your inspector about a sewer scope.
3. The car tax
Portsmouth's personal property tax on cars and trucks is $5.00 per $100 of assessed value, on the high side for the region. If you're active duty and Virginia isn't your legal state of residence, the Servicemembers Civil Relief Act generally protects your vehicle from this tax (usually it has to be in your name). Confirm your situation with the Commissioner of the Revenue.
4. Schools vary by zone
Use the Portsmouth Public Schools locator for the actual address and the VDOE School Quality Profiles, and check again before you write an offer.
Commutes: the Shipyard, the Hospital and Naval Station Norfolk
- Norfolk Naval Shipyard: from most of Portsmouth, no tunnel and no toll. Living in Norfolk usually means the Downtown or Midtown Tunnel twice a day; at 2026 peak E-ZPass tolls that's about $1,500 a year just to get to work. Know which gate you'll use and its hours.
- NMC Portsmouth: Olde Towne, Port Norfolk and Westhaven are about as close as it gets, and Churchland and Midtown are a short, tunnel-free drive.
- Naval Station Norfolk: this is the honest part. Portsmouth means a tunnel, usually the Midtown Tunnel and Hampton Boulevard. It works for plenty of people, but go in with your eyes open.
Around here, mileage lies. Check the drive from the actual house to the actual gate at the time you'd actually leave. My free 757 PCS Commute & Cost Calculator compares Portsmouth, Norfolk and Chesapeake side by side, commute, tolls and monthly cost, before you tour.
BAH vs. What It Costs to Own in Portsmouth
BAH is based on your duty station, not where you buy, and the shipyard, the hospital and Naval Station Norfolk share the Norfolk/Portsmouth rate (VA298). 2026 with dependents: E-5 $2,430 · E-6 about $2,560 · E-7 about $2,600. 2027 rates usually come out in December.
Example: a $290K home with a VA loan, $0 down, first-use funding fee financed, at 7% on a 30-year fixed:
- Principal + interest: about $1,970/month
- Real estate tax ($1.24 per $100): about $300/month
- Total: about $2,270/month, roughly $160 under E-5 BAH, before homeowners and any flood insurance
In Norfolk, at that city's median, the same E-5 was already about $270 short. That's the Portsmouth advantage in one sentence. Example only, not a rate quote. Your rate and payment will differ.
Who Portsmouth Fits (and Who Should Look Elsewhere)
Portsmouth fits you if you're at the shipyard, the hospital or the Coast Guard base, want the most house for your BAH and like older homes with character. Norfolk may fit better if you're at Naval Station Norfolk and want no tunnel. Chesapeake offers more new construction and space with a longer drive, and Suffolk can get you a newer house and more land for a longer day. Choose based on where you need to be every weekday, not the name on your orders.
